The month of February may be the shortest, but if you happen to reside in the Northern Hemisphere, then the tightening grip of winter may seem to go on forever. But then, you could be among the luckier ones whose world is bathed in sun, gardens flush with colorful flowers and curtains swaying gently in the spring breeze -you just need to be in the right place. February offers snowy or sunny precincts and a smorgasbord of possibilities for tourists-depending on where the luggage is headed.
